(BOISE) – Gov. Butch Otter says he expects Republicans will take another look at the the closed primary election system at the state GOP convention in June. Otter told The Associated Press the question will be whether people were discouraged from going to the polls because they didn’t want their choice of ballot a public record. Otter said his office received complaints from people who were angry about their loss of privacy. Turnout for Tuesday’s election was about 23 percent. But GOP leaders say turnout was higher than in 2008.
